Learn a crafting recipes has multi-second delay before playing sound and showing toast panel

Yet another 3.23 bug:

When you learn a new crafting recipe by clicking on an undiscovered craft found in maps and acts there is a many (4-6+) second delay before the toast panel pops up and the learned-new-recipe sound plays. This is new behavior for 3.23 and is consistent all over the place.
