Enemies and spell effects reloading each area and login

I can't see my own spells and sometimes the models of enemies attacking me, because the game is remaking the textures/shaders whatever each new area and each new login.

Kind of annoying if I have to wait 10-20 seconds till I can see stuff.

It was working at league start, but broke yesterday. I reinstalled the whole game and it didn't help. A few clanmates have the same problem.
