Green nightmare wrong value ?

Hello,
I just noticed that the jewel "The Green Nightmare" which give "Passives granting cold resistance or all elemental resistances in Radius also grant chance to suppress spell damage at 70% of its value" seems wrong. I'm at 28% spell dmg suppression chance without it. Using it on a location where 30% all elemental resistances should give me 70*30%=21% chances. But it gives me 20.
