Does PoE boss or elite mobs have special traits?

If not then i think it wouldn't hurt to steal some of the ideas from Blizzard for having mobs getting additional abilities especially in higher difficulty to make it more challenging.

This has been brought up before as a suggestion (minus the "steal it from Blizzard"); generally looked on favorably as a long-term objective, since implementing skills on anyone takes time.
Those archers didn't always have Lightning Arrows, after all. I have wandered through insanity;
