New to game: Why can't I use Berserk?

I just got my Berserker to level 62, completed the second ascendancy trials and picked up War Bringer. I have berserk gem in my gear, and am using Battlemage's Cry to generate rage, but even when I have rage, the berserk skill says "Skill can't be used". I have no idea why. What am I missing here?
