Blight Boss not always dropping anointed jewelry

Have had this happen over 10 times now while spec into Distilled Fungus when killing Blight Boss and missing anoited jewelry drop.

It feels like it only happens 10% of the time a boss doesn't drop an anoit jewelry even when the encounter has jewelry on the ground just not anoited?!?

I have multiple examples: killed 3 bosses and 2 anoits drop and missing 1, have killed just 1 drop 0, have killed 2 and dropped 0 even....ive killed up to 5 and had 5 drop so it seems all over the place no rhyme or reason but it does happen frequently enough.

Has happened in white/yellow/red maps using polished blight scarab


Edit PS: I feel like this is related to smart drop to reduce loot and it hits the supposed to be guarantee drop?
