[3.18] Frost Blink without cold?! BURN! EXPLODE! 2m++ DPS

Introduction (How it began)

I was doing a blight encounter and this dropped

This came right to my mind. Yup, level 33 Frostblink YUMMY.

But hey, why stop here?
Always wanted to include this pair of daggers into my build!

No cold damage? No worries.

Now let's begin.



Changelog

19th July - maximizing damage.
(1) Changed rare ring into unique Polaric Devastation Ring for Ash mod.

(2) Changed gloves to have dex, res, mana mod. (energy shield mod is a bonus)

(3) Changed megalomaniac jewel (chilling presence to fettle)
(4) Belt crafted mod changed to lightning/chaos res.

Overall changes :
(1) -2 levels to haste/hatred/herald of ash.
(2) Less life from ring.
(3) Resist is still capped, while +more chaos res.
(4) More ES + ES recharge rate from gloves
(5) Able to cover ignited enemies with Ash, improving ignite dps to 2.6m

PROS & CONS

Finally put a movement skill as a core skill (with enough dps)
- Clear speed 4.5/5
- Bossing 3.8/5


CONS
- Requires some funding
- Requires to hit and run, not good at tight spaces.
- Uses corrupted soul / energy shield problems.
- Squeezing resist/attributes on 4 rare items

Ignore Total Damage per Ignite.
We can deal, at best situation, 2.3m ignite damage per second, with Frostblink.
And oh, the cooldown is actually 0.77 on tooltip.

We actually have a free 6L slot. And that's hydrosphere.
(Ignore the ignite dps since we can only apply one ignite)
An additional 500k dps from hits. Not bad :)


Budget

All the staple uniques are worth at most, 2ex.
Cluster jewels, another 2-4 ex.
Those rare items etc, 1-2 ex.

Better mods = cost more~

Yup, this boots is what inspired me to make a FrostBlink Build.

FrostBlink has a cooldown of 3 seconds at level 1.
We need all the cooldown recovery we can get.



Always wanted to use these daggers, and finally including it in my build!

+6 to cold spells! But no cold damage! :/



Convert from cold to fire.

There are a few ways to convert from cold to fire.
(1) Cold to Fire Support.
(2) Pyre Rings.
(3) Avatar of Fire / Xoph's Blood

I went for the first two.

I chose Frostferno because it's able to +Gem Level.
And this helmet I got it cheaply (125c), gives me a total of +6 to Frostblink.

Higher Gem Level of Frostblink gives us more cooldown reduction (2.4 seconds) at level 33.
And Pyre because it gives a whooping 96% increase to burning damage!
And oh, it destroys enemies.


And watcher's eye of course.

Haste - cooldown recovery rate for movement skills is a must.
Hatred - cold damage is what I go for as it's a cheaper option compared to Malevolence.



Defensive Items

Stacking those energy shields.
Chayula for anti-stun.
You need more life than ES (due to corrupted soul).
So don't use Fertile Catalyst to convert more life to ES.
Rather, add more chaos resistance.



Remaining Rare Items

We have so many uniques, this means the rest of the rare items, we have to squeeze in those mods (to have enough attributes / resistance), and damage if possible.

Get as much life and ES as possible.
Have decent life regen / resist on it.
Aim for hatred aura effect / recoup life for your implicit mods.

Life and Stats as a priority.
Try to get a little resist / damage if possible.

Life, attributes / resist.
Try to get that AOE +level for your auras.
Definitely, get inflict fire exposure (MUST).
And get a nice fan the flames mod (spread ignites)

The last item which can fit in a cooldown recovery mod.
Try to have it on your belt.
Life, attributes, life regen, resist, as much as you can.


And oh, flasks.

That's where we get our anti-chill/freeze/bleed/burn/shock.


Gem-Links Setup!

Frostblink - Cruelty - (Awakened) Swift Affliction - (Awakened) Burning Damage.
And yup, those support gems benefit from the +level duration mod :)

Our main auras.
Haste - Hatred - Herald of Ash - Enlighten

Malevolence can potentially give you much higher dps, but with watcher's eye mod (Damage over time Multiplier) which cost much more.

And steelskin for guard skill.


Do note that these auras increasing mana reservation at higher levels.

Yes, another movement skill so that you won't move so clunky, since Frostblink will still have about 0.8 seconds cooldown.
Whirling Blades - Faster Attack.
Elemental Weakness (with quality)
is better than Flammability.

Anomalous Temporal Rift - Anomalous Dread Banner - Enhance

Anomalous Temporal Rift gives us global cooldown recovery rate.
Anomalous Dread Banner gives less accuracy ratings to nearby enemies, and deal less damage.

Lastly, a 6L which is not very important.
It does provide an extra 500k dps, but it's not very important.
I decide to use Hydrosphere for more damage.

I use it for combustion, arcane surge, and energy shield leech.



Cluster Jewels - 1 Large / 2 Medium / 1 Small

Do note that we won't be using 'Master of Fire' notable, since we already have the mod on our gloves :)

The most important notable here is Prismatic Heart. Because we need resistance. The other two can be anything as long as it benefits.

Cooked Alive is one notable which gives good damage. And the other, as long as it adds more dps to your ignite.
Note that it can be really expensive.

On the other medium cluster socket, we insert it with a unique one.
Cooked Alive is one of the better notables for dps.
And we need to have the extra mana reservation on our aura (Haste / Hatred).
If you can get both of them together, it will be great.

I have to use a small cluster jewel, for that 6%.
Otherwise, I won't have enough mana to cast my frostblink.

And that's how we maximize our skill points on our cluster jewels.

This is how our passive tree looks like.
By the time we switch into our boots, we would want to reach the top right of the tree for the cooldown recovery rate for movement skills.

Life Mastery - (1) 50 life, (2) Vitality Mana Reservation
Mana Mastery - Clarity Mana Reservation
Reservation Mastery - 15% Mana Reservation
Fire Mastery - (1) Extra exposure, (2) DOT multiplier
Elemental Mastery - (1) Effect of non-damaging ailments, (2) Reflected Elemental Damage
Damage Over Time Mastery - Cruelty Effect

Have you considered working Bronn's Lithe into this? Previously gave +2 levels to movement skills, but will give +5 levels in 3.19. Could seriously boost the level and damage of frostblink.

Counting that Frostferno is gone (with no real replacement), we can focus movement boost on bronn.
