120% Reduced effect of shock bugged?

Hi, i'm playing reverse chill with the fulcrum, so the problem is i have 120% reduced effect of shock on you and the shock is up like X% no 0, i have 4 jewel with implicit of 15% and the pantheon of 60%

not a bug, sources of increased shock effect are additive to the reduced effect.

additionally i take a potion with 50% with 1 jewel and works at 0% i dont understand maybe is bugged? so i have 125% red effect now and is 0% i dont need just 100%?
