Attack speed increases how often your hit, but move speed is what affects how quickly Cyclone moves. Which I think was your question.

If you're actually talking about move speed: Move speed actually worsens how many times you can hit a certain mob before going by them. Thus, the slower you move, then more damage you can do to mobs. Attack speed + slow move speed is what you want to stack with cyclone.

This is one of the few cases that I've encountered where increased move speed is a detriment.
