Channeling cyclone still does not count as using an attack for bastion of hope block buff

Is your issue that "When I start using Cyclone it does not give me the +10% block chance from Bastion of Hope", or "While I am channeling Cyclone is does not give me the +10% block chance from Bastion of Hope"?
The latter sounds like intended behavior. If you channel Cyclone for 10 seconds, you haven't attacked recently; you attacked 10 seconds ago, even if that attack's duration is still ongoing. |

No, you only are considered to have attacked when you start performing the attack, which in the case of Cyclone is when you start channelling it. If you continue to channel, you're technically still performing that same attack, so after four seconds you no longer attacked recently (you're still performing the attack you attacked using over four seconds ago) so you need to let go and re-start for it to count again.
