Can't use refund points in the passive skill tree

Today I connected to an old character in standard league.
I did not touch the passive skill tree since the big 3.16 passive tree update.


Things i'm able to do :
-Allocate points to the passive skill tree
-Pick jewels that were socketed in the tree


things I'm not able to do :
-Use refund points
-Socket jewels to the tree



Am I doing something wrong or is there a bug ?

Refund all cluster jewels and remove them.

There was a bug where cluster jewels were getting deleted on respecs so their workaround was to prevent removing points until they were all taken out.
