pls ggg give us an option to togle on and off the spinning balls and skulls or whatever on the character effects... i hate the spinning shit on most of them

At some point i believed it will be something like illusionist weapon effect that make your weapon looks like pure glass :(
In order to get rid of clearspeed meta cap global movement speed at 100% but make all skills instant so everything feels great.
