Baerna fortress can't enter

Looks like you just don't have enough watchstones there? It doesn't say that map level is too low, but the number of watchstones. But it's still weird - you should not have been able to remove any after the region was conquered. Is this in Scourge or Standard? If it's Standard, maybe there's been a bug with Atlas conversion?
