ctrl and alt now works as toggles

I dont know is this intented but there is no option to turn it off. Instead of holding ctrl to reveal second skill bar or alt for advanced mods on items, you press it once and it toggles it all the time. You have to press it again to turn it off.

Sticky keys turned on for me and caused this so anyone else who experiences this check for that.
