Cpu goes crazy

So my guys , i have a problem with my cpu recently

to birefly recap the hole story, a month ago my computer expirenced random shutdowns mutiple times a day, and reinstall from windows fixed the problem in the end, but since then my poe goes crazy everytime i try to play it.
Before that i had no problem playing on 60 fps , cpu and gpu max capping out at 45 ms and about half the ingame bar (f3)with rare lagspikes when i run t16 100 % deliruim .Now my cpu spikes to over 600 ms , framerates are dropping massivly as soon as projetikles spawn on the screen,meanwhile every other monitoring programm shows that max 60 % of cpu is used.
i checked all my driver,reinstalled poe, tried gaming boost in my bios(made it worse) ,deleted the shaders folder,cleaned the requistry, and slowly but surely i am going mad.
Noticeable is that most other games are no problems besides van helsing adventures(which is also a looter arpg is style of poe and diablo).

i would recommend checking the cpu temperatures, modern cpus lower their frequency before overheating and so slow down substantially.

if the temperature is too high, remove the cpu cooler, use spiritus to clean the surfaces and reattach the cooler with a little cooling paste.

In accordance with your idea i made a cinebench multicore test (cpu running at 100 %) while running HWMoniter which shows all cores were stable till 80 degrees,no crashes, (max rating for my processosr is 95)
Now in poe i am at blood aqueducts getting massive lagspikes while my cpu caps out at 50 % overall usage with no core going above 80% usage.
same with gpu on both renderes(dx11 and vulkan), the only other observation i could made was that shader and harddrive were spiking in every instance of lags
so i doubt it to be a tempature issue , also that the bios is the same i have run poe for almost 3 years now and it worked fine. no patches between the incdident too
Make sure you have chipset drivers installed and AMD Ryzen Balanced Power Plan active.
Check if you have enough space for shaders cache (about 2Gb) and if the cache folder is placed on your fastest drive.
Also in case if you using some security software other than default Windows Security - it may cause CPU overhead patroling each file access operation, resulting in extra lags when the game trying to generate the shaders cache.

Regarding BIOS updates — I don't think it can change anything related but it's a right decision to use the latest stable BIOS version with Ryzen.
AMD have made quite a bit of stability and compability updates since 2018, latest version on top of the list.

Result: depressing mess
can you check your power supply?

first check all cable connectors, especially the ones connecting to the motherboard and cpu

hwMonitor shows you the ranges in which it's able to keep up the voltage of the 5V and 12V lines and you would have to check the allowed range on the internet. log it to a file so you can check the last values in case of a sudden shutdown.

last step would be, that if you have the opportunity, try to swap the power supply to a more powerful one.
