"base attack dmg" = all flat dmg ...even if of different types? (i.e. phys, elem, chaos)
Fairly certain mark's explanation is the true answer, and others were mistaken.

Well, I would take Mark's word on anything game related, since, you know, he actually builds and designs the thing. Nothing fairly certain about it, his word is as good as it gets if not better.

The answer you quoted is incorrect, but in practice effectiveness of added damage of most attacks equals to %base attack damage. That means in the quoted example Effectiveness of Added Damage will also be 200%. So in general case you can treat the answer as correct with skipped steps to give practically usefull info. This is the first reason of confusion - % of Base Damage and Effectiveness of Added Damage are equal so a regular players doesn't really need to learn the difference between base and added damage. Another confusion appears in context of ailment damage calculation. People often miscall the damage that ailment calculation comes from. They say ailment damage calculates from base damage implying base + added damage. It makes reading this people think that base damage also includes all sources of + flats. |

As others have said, some players conflate base damage with added damage because usually the differences between them don't matter much.
For an attack, Base Damage is the damage of the weapon (and in a few special cases, attacks that use non-weapons have base damage from the gem, like spells - this will always be explicitly called out as base damage. See the shield-hitting skills). Other "flat" damage external to the weapon is Added Damage, and will specifically say "Added" or "Adds". Base damage is scaled by "Attack Damage: x% of base" or "Deals x% of Base Damage" on attack gems). Added damage is scaled by "Effectiveness of Added Damage: x%" on all gems. Usually, for attacks, those two values will be the same, so base damage and added damage will be scaled by the same amount, making the distinction not so important. | |

" Wait, you're really saying Poison, Bleeding, and Ignite don't include +flat in their base damage calculation? Is that true? Why would Coated Shrapnel be anti-synergistic with itself, then? I think, more likely, Poison, Bleeding, and Ignite base damage are derived from base damage + added damage. Need game info? "They include added damage (all external plus flats), because as you said, damaging ailments calculate from base + added damage, not just base damage. The thing I mean is when people explain ailment damage they often use just "base damage" like here "This is where confusion comes from, reading this players get the wrong idea that base damage includes all + flats. |
