Eye of Winter + Chain support occasionally deals no damage.

Whilst playing with Eye of Winter + Chain Support + Unleash/Spell Echo/Faster casting I noticed on multiple occations from act 4 till current progress of act 6 that packs where not dying.
After casting the EoW and seeing projectiles hitting the mobs and seeing the projectiles chain between mobs, the pack was still alive at full health. It seems like that when linked to chain, in some cases the chains does not deal damage, nor the other projectiles while clear the projectiles are actually chaining. I had Ungil's Harmony equipped, however that should only affect extra damage from Crit on equal lines with EO(Also spec'd into EO) if I am not mistaken.
