Should Reap totem/trap/mine give blood charges?

Currently you do not gain Blood Charges when reap hits an enemy while used by a totem, trap or mine. I'm not so sure this is consistent with the wording.
Compare "Gain a Blood Charge if this Skill Hits Enemies and none of them Die"
With Shimmeron "200 Lightning Damage taken per second per Power Charge if
your Skills have dealt a Critical Strike Recently"

And Consider
"Lose a Blood Charge when an Enemy Dies while affected by this Skill's Debuff" This part of the skill works with remote casts, so charges can be tracked to the player, but this is probably because damage over time effects are always treated as from the player.

So it is possible for the game to track what remote skills do and apply effects to the player. I don't believe it would be imbalanced to allow gaining of blood charges without relying on a different gem set.
