Hidden Vaal Pathways not working

I tried many times to spawn a vaal area in desecrated chambers / chamber of innocence. Using CTRL-click on waypoint to spawn new instances, also by entering from the Torched Courts. I tried sealing/unsealing my prophecy, I tried buying 2 additional prophecies, nothing worked.

Character is L82 in case that matters, I did a T10-12 map. However I was successfully able to spawn one in Slums (Riverways didn't work) which is a much lower level area, so this wouldn't make sense imo.
