The Rogue Harbor - Quest Broken

I have the quest. I died while running it the first time. No problem. I died a second time, now when I revive, I am next to Adiyah, except the portal to get back has disappeared.

The quest hint(right side of screen) says Complete Kurai's contract. The map note says to prepare the heist with Adiyah to begin my first heist.

I speak to Adiyah and select prepare heist. I place the Contract: Trial Run scroll in the box and select Karst to help me. But the sign contract button is still gray. It says I need to fill all roles.

I tried going to the main map then back to the harbor. That did not help.
I tried logging out and back in. That did not help.

I have done that. It changes from a line drawing to a color portrait. It still leaves the sign contract button grayed out.
