Harvest + meta mods

I'm not sure if this is a bug or working as intended. If you craft multi mod + can't roll attack mods + keep suffix on a war staff then use harvest to reforge craft prefix it doesn't respect the can't roll attack mods craft. As augment a mod and non-something to something do respect this mod. I feel like this is a bug but unsure so figured I should bring it up here.
