I dont understand how this works do they get +10 resistance or how does help me . Anyone able to shed some light on this item please.

If your enemy would have a Natural Cold resistance of (+)13% ALL your Hits would calculate the actual dealt damage like the enemy would have (+)23% Cold resistance.

It doesn't. At least, not in a straightforward way.

All Ritual basetype have an implicit that gives a certain bonus, usually countered by a malus that makes, sometime, the very bonus unless you circumvent it somehow.

As for the Blizzard Crown, which gives a boost to both your attack and spell in flat cold damage (and quite a lot) but gives a "natural", uncountereable resistance to enemies to cold, you may be able to make the malus irrelevant by, for example:

> Being an Inquisitor and making your critical hits ignore enemy's elemental resistances
> Fully convert your cold damage to something else (ideally fire), thus making the extra coldRes pretty much pointless
>Use The Admiral, or Hexblast, or anything else that makes your cold damage be resisted by something that is not cold resistance
