3x silver oil enchant doesn't show up on blighted maps

No enchant shows up on this map, yet the quantity is 215%. For reference, silver oils give 65% quantity, so 3x65=195, then the additional 20 is from quality. I made sure the map had some sort of anoint already by trying to anoint it again, and got the warning that the map is already anointed.
