Blight Encounter did not spawn

I went to a Zana Flooded Mine map within a Guardian map with the Blight Encounter goal.

I went into the map and did not encounter Cassia at all.

I looked all over the map but there were no possible places where I could explore. Maybe I'm missing something but my map shows no other location.

There was a Jun so potentially the only possible other place for some odd reason would be that she spawned in the lab? But, I never noticed Cassia's icon in there nor in the mini map at all.
