Question about max passive/skill points?

So I've been looking through some builds on poe.ninja and have imported several level 100 characters builds into POB. POB says they are using 126/123 points. I thought the max points was 123, where are the extra 3 points coming from?

Could be ascendant or something. Or they allocated 3 extra points and forgot to take them away.

PoB will let you allocate all the points on the tree, not sure how many there are.
It does not translate, obviously, to ingame =p | |

poe.ninja automatically allocates all paasives in cluster jewels, so you often end up with this type of stuff
