LOOT FILTER IS NOT LOADING

I need help my filter is in the right file and my filter also sync with poe why cant it load?

I was having a similar problem, but when I tried installing a different item filter (one that was listed as having been updated for 3.13), it seemed to work fine, although I still never got a "filter loaded" message. Maybe you can try seeing if you still have the same issue with a different loot filter file?
