Flame Surge vs Shaper of Flames?

Hello, I had a question regarding the interaction between Flame Surge and Shaper of Flames. Flame Surge says it is unable to inflict ignite, but Shaper of Flames (the new Elementalist node) says all your hits ignite. In the end, which one of these wins out?
