Help with stuttering every second

I've been through every setting and nothing seems to help it, the game always stutters regardless of the latency spikes, but it seems to align up with them when it does happen

WinMTR report to the instance IP while you are in it and having the problem.

" are you using a WiFi or cable connection in your home ?? If WiFi, then you will need to change to a cable connection. Also try turning the router/modem off for 30+ minuttes and then turn it on again to force a ISP reset. Lastly, make sure it's using latest firmware and that your windows is fully updated INCLUDING vendor drivers. | |
" Thanks so much for your help I'm using a wired connection, I've checked my router firmware and it auto updates so it can't be that My windows is up to date and my gfx card has the latest drivers (quite an old card) Anything else you can suggest ? | |

" Hey, thanks for your help with this - i suspected this was definitely a network issue so i called my isp to see if they could help They said it was an issue at their end and within an hour it was all good, i don't get any stuttering in game anymore :) Happy days! |
