STUCK ON QUEST WITH PIETA AND TOLMAN ACT 3

I cant make any progres in game because tolman's braclet doesnt drop for me .Quest is getting stuck.Please help .And i think i tried anythning interacting with tolman after defeating Piety .And going throu the map again like x10 times .Is there any gm who could reset that quest on my character?
