Delirium dialogue

I turn down my dialogue sound all the way but I noticed delirium dialogue while you are delirious seems to be tied to sound effects instead. I didn't notice last league because I played all league with sound effects off too. This league I turned sound effects on and heard the dialogue. I'd like to have sound effects on but dialogue off.
