Beta member can get extra key from Timer ? Not fair

I'm not entirely clear on what your concern actually is here, but this

is indeed the case. The timer automatically puts accounts into the beta, with no need for suer intervention.

The timer can't pick people who are already in beta, so the situation described in the thread title can't happen.
However, to reduce load, the timer picks several names in advance, and very occasionally one of them gets beta access from another means after being picked but before being put in beta from the timer.
