Will unique bow Iron commander support both ballista gem in 3.9?

In past I love Siege Ballista skill. But I hate Iron Commander with passion. Casting 10 times to spawn all totems is terrible and clunky. On boss first totems already died before I cast last ones. I always preferred Lioneye's Glare over Iron Commander.

U can get 7 with no investment

When playing evasion you have to have a rhythm like attack or cast 3 times then move then attack or cast 3 times. Just casting 10 siege ballistas without moving sounds very dangerous.
