does IIR or IIC affect the drop u get after completing a delve encounter?

It does, those are all just normal drops from monsters you killed on the way.

To expand a little, items dropped by the Crawler are items that are dropped by monsters you kill during the encounter. I see no reason why these monsters wouldn't be affected by IIQ/IIR. When items drop within a large radius around the Crawler, the little chuggachugga gobbles them up to poop them out at the end of the line. Sauce - Delve FAQ:
