New Graphics Card but worse performance? please help

I just bought an RX 5700 to replace my old RX 480 card. I installed it and now I am getting even worse performance in this game. Youtubers who have the same card as me are showing zero issues. Any ideas?

System: Windows 10; Core i7-7700 @ 3.6ghz (8 CPUs) CPU; RX 5700 GPU (Gygabyte OC addition); 16gb RAM; Radeon Driver is 19.10.1 (newest)

From my understanding, this card should handle pretty much any game at ultra settings. But as of now I can barely handle attacking more than 20 mobs at a time without screen pause and lag. Lowered graphics and problem persists.

Okay, first things first: please avoid the website UserBenchmark like the plague. Their results are meaningless. There is no consistency whatsoever in the testing environments.



You mention having the newest driver. Did you perform a fresh download and install of the driver after replacing the hardware? You should always do this. I'd even recommend using Display Driver Uninstaller to remove the current driver before doing so. If you like having step-by-step instructions to follow for tools like these, there's a guide here.

Yes, I did all of those things. However, the AMD card was giving me issues in literally every game I play (POE, league of legends, pubg) so I returned it and bought an NVIDIA RTX 2070 Super. This card is a beast and should handle literally anything out at max settings. But in POE, I still get horrible FPS drops.
I have been using the Steam POE app. I uninstalled and re-installed the game. I checked all graphics drivers. I have gone through several other options suggested by other players in forums and youtube. I even forced POE to use the 32bit version. Still getting bad fps drops (all the way to 0).

I am currently installing the POE stand-alone app to see if that helps.

(couple hours later update):
Downloaded the stand-alone app. It seems to be an issue with the steam client version of the game. Unfortunately, I am unable to link my steam account to regular POE due to having an account on POE before which has no characters (I just deleted the one character it had). Could someone please help me get my steam account characters linked to the stand-alone app?

Is there any chance you could be bottlenecking your CPU?

While in game, run a monitoring app and check how does the usage for your CPU and GPU look like.

Make sure you are not throttling as well, as there might be a cooling issue that reduces your GPU/CPU clock to lower temps.

Looking at RAM graphs could also give you some ideas.

Since you didn't specify your PSU, also check if its power output can handle your new GPU at its max clock speed.

It looks like I may be bottlenecking at the CPU... Throttling is disabled. I have a 1000 Watt PSU so that's not a contributor. CPU usage consistently bounces between %70 and %80 while POE is running.

I just bought a new graphics card so I could play THIS game at max settings. My cpu chip is still considered very good for gaming. If this game is really causing mine (and it appears likely many other players) to bottleneck at the cpu, then I would think the programmers need to have a go at tweaking the last several rounds of updates as this is likely a result of messy programming. no offense meant to the programmers...

I am running Windows'10 (free upgrade from Windows'7).
So it looks like I have an overall more powerful system than yours and yet, I'm having issues. I just updated BIOS, CPU drivers, and deleted a bunch of junk from my HD to make sure I have plenty of space. Still having issues with FPS drop and CPU bottleneck... :( I really do not know what else I can try at this point. I really like this game but if it's the only one not working...
I have downloaded a different CPU program that monitors temp + load for all cores. It is showing my loads barely going above 70% even in heavy action and cpu temp is always no more than 50-60c with a max of 100c. I also browsed over a lot more videos and forums and it seems this is almost without a doubt an issue on POE's end.

There are literally no more updates, tests, or upgrades I can think of that would promise better function in this game. So I'm heading to League of Legends and Modern warfare for now. Will hop on periodically to see if GGG fixed their programming.
