"Shocks nearby Enemies during Flask effect, causing 10% increased Damage taken" Does it apply on top of the shock damage when I deal monster's 10% of max hp? or does it ignore this mod? Last bumped on Oct 17, 2019, 11:16:40 AM

It ignores it.
Need a new signature, cuz name change. I dunno though. I guess this seems fine. Yeah, this is good.

There is a fixed keyword "shocked", that can be only applied once.
The flask doesn't say "nearby enemies get 10% more damage", it says "nearby enemies get shocked ...". That's like you would try to freeze a frozen enemy. You say Prison Cell, I hear 'Holiday'.

Follow up question. If I use elemental focus support gem I wont be able to inflict shock with that skill. Would I then be able to keep the benefit of vinktar's increased damage? |

Shock is a debuff. Elemental Focus just prevents the linked skill from applying this debuff. The skill still profits from debuffs already applied to the enemy.
