Syndicate missions - no progress

Systematically I'm finishing syndicate missions but the progress bar of syndicate leaders are not increasing and because of that I can not get to their safehouse. Why?

The progress bar refers solely to the intelligence gained on the respective division, never to syndicate members. Intelligence is usually gained through interrogation and betrayal.

I can still ask... why their progress bar are not going forward?

The progress bar isn't automatically moving when you complete Jun's missions, it all depends on the actions you take, for example, executing members will increase their rank but will not gain any intelligence (which will reflect on the progress bar).

I have tried everything... "execute", "interogate", "bergain", "betray" - nothing works.

How about screenshots showing your syndicate board before, during, and after interrogating a member.

Two things. (1) The intelligence bar only moves if the result specifically says it will move by a certain amount. Many results will NOT move the bar. (2) The bar moves in very small increments for the most part. Every now and then you get a "12" result, but the typical "3" result is hard to notice if you're expecting something significant.
