Windowed Fullscreen - items on ground blur when moving

I can't seem to find any threads regarding this. However, I recently switched to Windowed Fullscreen (I used a 1920x1080 resolution on GTX 480) and I started having a hard time reading items on the ground while moving. I thought it was just my eyes until I switched back to Fullscreen normal and the items are clear again while moving. It's like they go slightly blurry when in Windowed Fullscreen making it hard to read if you move at all.

Anyone else notice this? Please try the two settings and move in circles around it and see if you notice a difference.

Sometimes, in Windowed mode, even in fullscreen resolution, VSYNC will not work. You have to enable it in the control panal (force option) for your graphics card.

You also might want to make sure negative LOD bias is set to CLAMP, as that can cause a fuzzy appearance when moving.

Also, just curious, but is there a reason you need to run FSW instead of fullscreen?
I can go back and fourth between the two and it always is clear with fullscreen. I use W-fullscreen because I have two monitors and I browse/chat on the other one. I have V-Sync set to app setting on my nvidia for globa. I could change it specifically for PoE and see if it makes a difference.

Not sure what LOD is and where to set it to clamp?
