Extremly poor fps, good (?) specs

A few months ago i got a new pc and decided to play poe, like I did on my last. My last pc handled poe fine but was much worse. My specs are AMD Ryzen i5, Radeon Vega 8 and 8g ram.
All my settings are turned to lowest and I still cant hit 30 fps, averaging 15 fps. Could resetting my pc improve things?
Any help would be appreciated.

you will properly have to post a full DXdiag report using pastebin url, so people / GGG can see your full hardware specs + drivers.
Vega 8 is the integrated graphic card of your cpu, it is not very powerfull.
It is equivalent to an NVIDIA GTX 550 ti, GTX 650 or between an AMD Radeon 5770 and 5830.

If someone plays poe with an equivalent card, he could tell you how it runs.

I agree, it isn't the strongest of specs. But here is a video of someone playing with a ryzen 3, vega 8 and hitting a steady 80fps while i cant hold 20. https://www.youtube.com/watch?v=U4rdfzy_4ug

Ask him to make a video at (at least) T10 map, or even in full-party rotation, then we'll talk about fps

True but im not even getting 20 fps in act 1 but I can play the witcher 3 in 40 fps. I am pretty sure that the problem is not on my side.
you need better GFX as a minimum. You just have to accept this....

I mean it can run the witcher 3 above 30fps (which for me is fine), it doesnt seem ridiclous of me to expect poe act 1 to run above 20, does it ?
sadly this game is not very optimized, even multi CPU is not 100% stable for many. So yeah, you need powerfull pc to get it to run smoothly not to talk about what you need it to run good....

If i'm not mistaken, you have a mobile RYZEN I5 2200U from 2017 (ZEN family)
This guy is using a desktop RYZEN I3 2200G from 2018 (ZEN+ family)

His cpu and integrated gpu are faster.
And sadly, on top of that, your mobile Ryzen cpu/gpu is limited to 15w max power consumption while he can go to 65w.

There is a method to remove the power limit but i don't think it's a good idea.

Also i think the engine changes in 2019 made the game more demanding (your video is from 2018)
