Chaos Orb Recipe, bugged, or is there something I'm missing?

The POE Wiki says it's a full set of rare gear, level 60 or higher. I've been able to get chaos orbs with certain jewelry items, who's level is much lower. The crazy thing is, I got an orb of chance with a level 32 ring, but when replaced with a level 31 ring, it changed to a chaos orb. Bugged?

Haven't done the vendor chaos recipe in a while but if i remember correctly it depends on the item level and not the actual level requirements of the item, to see itemlevel press down on your left analog stick while hovering over the item

it's based on "Item level" not the level you need to be to use it!
