who probably need this ring ?
EV/ES/HP type AR/ES/HP type -> EB -> AA EV/HP type AR/HP type -> AA all top tier except fire res Three prefix mod life max 70-79 leech mana max 2% mana max 65-68 Three suffix mod fire res 2nd 38-41 mana reg max 60-70 (ilvl79) light res max 42-45 Arctic Armour from wiki lv20 AA = -189 phy dmg and -189 fire dmg = totally - 378 dmg we all know that fire dmg monster would deal lots of damage in the end-game map. If fire monster hurt player 600hp, when you open lv 20 AA, then the damage taken from monster would become 600-378 = 222 , which means it can help you reduce almost damage (near 2/3). 
mod seperate
mana leech can save one passive point, glove or ring should have this mod. Pure EV or AR or EV/AR gear doesn't have mana mod. In order to let the mana reg be higher, the best way is to make your ring has mana and mana reg. If you want to get more mana reg(and you already invest mana&mana reg point) by your passive, you might have to invest 6 point to get 60% mana reg.
why the fee?
A mirrored ring is as good as the original. There are no sockets and no socket colors. The only difference between them is that you can't mirror a mirroed item
