Because than it would be 140% ;) the effectiveness is for every attack. So IF you have a 1-handed weapon and shield or 2-handed weapon the damage you deal in the time of one cleave attack is the same as the damage dealt by cylone in the same time (though cyclone hits twice for 35% insteead of once for 70%)
I haven't tried it yet, but i've read that concentrate effect is really stong on this one - since it already has a rather bad range it doesn't really matter if you reduce it a bit more and concentrated give you a quite huge damage bonus (as i said i havent tried it myself but read it on the forums)

Yeah, pretty much disregarded everything you said after this point. This isn't D3 and GGG are in no way compelled to make it so.
Those of us who played that game remember well the community outcry for that particular class and ability to be nerfed.
I hate to compare it to D3 as i know how bad the game ended beeing, and i do not want POE to be anything like it. But i am sorry to say that they realeased the same skill as that game (Which makes me compare it to some points in my head), just that they made a bad version of it. And like i said at the end of my post, i fully support GGG, i just did not like this skill.
Again, wrong. This skill is nothing like WW in D3, it's exactly like WW in D2. In D3 is was more of a channel and you could cancel it any time. Where as in D2 WW was a pay to move to a certain location which is how it operates here.

Well for one, moving faster is worse. If you've read that post from GGG you'd know that moving slower through a mob will result in more hits per cast. I have mine linked with melee phys, added fire and faster attacks. It's down to .5 APS and each spin does 1700dmg. This means the dps on it right now is 3400. Additionally this thing scales pretty well as you level. As for the range, it has an amazing quality bonus of... increased AoE! I feel like you've spent no time on this, have just stuck it into an existing build and are disappointed with the level 1 damage. If you build around it and actually think about it, it's not that bad.
I am simply stating facts and my opinion. And i feel this skill is not as good as it might have been, but also i wrote that i might be wrong. Thanks for a good response, and if you like the skill that is good :)

That is fair. I think you, and a lot of people, had the same expectations of past games where WW is instantly the end all be all for skills. Because this skill does not live up to other renditions of it I feel people are disappointed, but a big factor people are overlooking is Yes maybe leap slam is better for a two hander but before this someone using dual claws had pretty much no AoE available to them. Even more so, someone using facebreakers actually has an AoE now.

It's also important to consider the fact that you can't just pop a new ability into your high level character and expect everything to be all hunky-dory. At least a small amount of theory crafting is required.
