if any 1 could help me would be great. according to what i see i should get

Did you actually take all the nodes? You don't just get them for free, you still have to put points into them.

if it needs to be allocated then why does it work in a diff. location it also counts the not allocated ones. also the guy who made this build say so.

if it has to be allocated then it will say that, look at "Anatomical Knowledge jewel" "Tempered Flesh"

The Efficient Training jewel transforms passive nodes. It does not grant you anything aside of its base value. But if you do not allocate, you get nothing. Technically, you do not have to allocate any node for a transformation to take place. Thats the reason it does not say "allocated" or "unallocated".
Anatomic knowledge and tempered flash grant you boni on top of the nodes you have taken or not taken, but do not temper with your passive skilltree. |

" Yes, all intelligence passives in its radius are transformed. You can easily check that yourself. Note, that there seems to be a bug that those new increased stat nodes are not transformed. |
