Tectonic Slam and minimum endurance charges craft

If I have like +1 to minimum endurance charges on rings and ammy, will I have permanent at least 3 charges even if I'm using Tectonic Slam or will the skill consume them and after that they charge up again?
Since this craft is expensive I'm wondering how it works with Tectonic Slam before trying. Thanks in advance! "There's no thing like random one-shots in this game.
