Is the file it refers to (C:\Program Files (x86)\Grinding Gear Games\Path of Exile\Redist\dxsetup.exe) still present on your system?
If so can you try running it manually, and see if it gives an error?

there is no Grinding Gear Games folder in program files, so no.

While giving the installation another try, i also opened program files(x86).
When the error message prompts, Client and Redist folders are inside of the "very temporary" Grinding Gear Games folder.
<WHILE THE ERROR PROMPT IS STILL UP AND THE INSTALLATION IS HALTED RIGHT BEFORE THE ROLLBACK>
I found if you simply make a copy of "client.exe" in that same folder "Program files (x86)\Grinding Gear Games" you can run Client.exe and the game will patch.
<you can finish the installation rollback from here as the copied Client.exe will sustain the GGG program files folder>
THIS SHOULD NOT BE A PERMANENT FIX FOR THIS PROBLEM, but it works. I will edit this post if i am able to login after patching.

Could I get you to try repeating your above approach, but instead of copying Client.exe out copy Redist\dxsetup.exe out? Then please try running that and let us know what the error is.
