Transportation Syndicate member missing

I entered Control Blocks and saw a Syndicate mark on mini-map behind the wall, i tried to avoid triggering it, beacause i saw no close way to it, but somehow it triggered when i was much further from range when it usually activates, but since i had enough MS i reached the tranport with about half time remaining and was ready to kill the leader, but somehow there were only minions escorting transport without leader, so i reached the transport starting location where was only this sign of leader and no leader himself.
