Can "Multiple Crafted Mods" drop from monsters?

I found a magic ring in my stash that had the "Can have multiple crafted mods" suffix. I couldn't have crafted it because I just got the recipe yesterday and never had elreon 8 in the past. I don't remember ever buying a magic ring with that suffix, Where could this have come from?
I vendored about 60 junk rings the other day, did I find a recipe or what? Last bumped on Jan 22, 2019, 2:15:07 AM

Yes they drop from delve chests and delve city biome chests. Most loot filter will make a sound when they drop.

In delve i got droped blue axe with "cannot roll caster mods". Unfortunately low level. Below ilv. 82.

In delve, chests with "Flexible [Class]" drop items with the multi-craft mod.
