The Enslaver No Quest Credit / Can't kill Elder

I have The Enslaver and the Elder on my atlas. If I kill The Enslaver (tier 13 orchard) I dont get a memory fragment. His zone of influence doesn't go away (he's next to shaper zone). And if I go to kill the elder (tier 14 cemetery) he doesn't spawn.

Are you running shaped Orchard if your guardian is in a shaped orchard map?

Orchard, as far as the Elder is concerned, is Tier 8.
