cant access eternal labyrinth

I have completed normal, cruel and merciless + all map labyrinths and i have an offering in my inventory - its all green and I am lvl 85. Still I cant access/activate the Eternal labyrinth, what am I missing ?

Aside from poor connectivity issues (someone fixed it by relogging several times and restarting router), all I could find is this: https://www.pathofexile.com/forum/view-thread/1682655/page/1#p13391107, although this seems to be your 1st character in the league.
