Cannot Claim Arboreal hideout

I found a arboreal hideout in a shaped terrace map it says clear the monsters to claim it like normal, except there are no monsters in it to clear. because of this im not able to finish the quest to claim it.
so i cleared the whole map in hopes that it would maybe fix it, but even after clearing out all the monsters boss and immortal syndicates still was bugged out. All Screen shots
