What time will new league come out on the 10th?

Xbox Betrayal launch is set to release on Monday, December 10th at 9:00pm UTC (4pm EST, 1pm PST). At that time the client will be available to download as we migrate the Delve league and deploy the patch to the servers. Expected downtime will be just over a hour.
